The ruling Socialists were supported by the centre-right Social and Christian Democrats in voting against the proposal.
The Social Democrats meanwhile had a law of their own defeated.
The bill called for all bank holidays falling on Tuesdays, Wednesdays and Thursdays to passed on to the following Monday to boost productivity.
