According to a Met Office expert the phenomenon has two different explanations.

In the Algarve and the Alentejo, the dust will have blown in from the Sahara desert, as it did a couple of weeks ago.

In Lisbon, however, the covering was caused by a weakening of the recent strong winds, which allowed dust and other particles that had been circulating in the air to settle as the winds slowed.
