A report the government handed to trade unions and bosses revealed 713,200 workers were registered with the social security services as earning the minimum, 21.6 percent of all employees.
This is 61,500 more than last year, a rise of 9.4 percent.
The social partners met with the labour minister Vieira da Silva to discuss raising the minimum wage next year.
The minimum wage in Portugal is currently €557 a month, with the government willing to push it up to €580, while unions are calling for it to be raised to €600 a month.
