According to figures by statistics agency Eurostat, more than one in five Portuguese say they do not have the means to keep their homes warm enough. Currently, only citizens in Bulgaria, Lithuania, Greece and Cyprus are less able to afford the necessary heating in their homes. However, the number of Portuguese suffering in unheated homes has improved substantially in recent years, dropping from 40 to 22 percent in the space of ten years.

I've only been here 2 months and I cannot believe how cold the floors are here, having lived in Switzerland for over 10 years. In a new build with cork insulation and feel like I'm walking on ice!
I hope this is not an indication of insulation against the heat in summer.

I've never suffered so much cold as in Portugal, mainly because you can never get warm in the winter. It's next to impossible, because nearly all homes and places of work are freezing and people even wear their winter jackets inside. I am warmer in Canadian winters and now winter here in Luxembourg than I am in Portuguese ones ironically, because the houses are PREPARED! The winters in Portugal are not short either, they last from November until March. There needs to be a sea change there, because it is unbearable.
