The new measures are in force until 15 December.
The Madeiran executive justifies the need for these measures due to “the increase in the number of cases of Covid-19 in the region” and admissions to the Funchal Central Hospital, including intensive care, in addition to the number of deaths associated with the disease.
"This resolution [No. 108/2021] takes effect at 00:00 hours on November 20, 2021, remaining in force until 23:59 hours on December 15, 2021".
The rules
Most of the measures were announced by the president of the Executive of Madeira (PSD/CDS), namely, the mandatory use of masks "for all those over 6 years of age for access, circulation or staying in closed spaces and open spaces whenever the physical distance recommended by the health authorities proves impractical”, as well as the “presentation of weekly antigen tests and vaccination certificates”.
The Regional Government also announced the mandatory submission of the two proofs (vaccine and test) in several public and private spaces, but a deadline for adaptation was granted, which will only apply from 27 November.
This deferment covers access to gyms, gambling establishments, cinemas, night spots, bars and clubs, restaurants, cultural events, similar social activities, hairdressers and sporting activities.
They will also be required “in post-religious or civil celebrations, namely, but not excluding, wedding parties, baptisms, first communions, confirmations, finalist parties and family gatherings”.
Only one of these proofs will be required for entry into supermarkets, grocery stores, supermarkets, pharmacies, clinics, doctors' offices, dentists, veterinarians, medical services or other health and social support services, oxygen and medical gas services at home and postal services (CTT).
This list also includes public service services, including parish councils, finance services, social security, city councils and citizen's shop, churches and other places of worship, fuel stations, as well as for the use of public transport and for the practice of urgent acts related to justice services.
Children under 12 years of age “will not be required” to present these documents.
Also excluded are “people who, for health reasons, cannot be vaccinated, upon presentation of a formal medical statement” or who have a medical document certifying that they have recovered from the illness, issued in the last 90 days.
Commercial and industrial activities "operate without any restrictions in terms of capacity and opening hours, provided that the health rules issued by the competent health authorities are respected".
Public sector workers, including corporate public sector workers, and private sector workers must undergo antigen testing weekly and carry proof of vaccination or a European Union Covid Digital Certificate.
Antigen tests can be carried out in pharmacies, laboratories, clinics and posts that adhere to the mass testing campaign of the Regional Government, “without any charges for the participants, on a weekly basis”.
