The concert in Lisbon will be part of the "Justice World Tour", which will take place between May 2022 and March 2023 in more than 20 countries.
Although the concert in Portugal is more than a year away, tickets will go on sale from 10:00am on Friday, 19 November.
This will be a return for Bieber after he last performed in November 2016.
The new tour will be based on the album "Justice", released in April.
Last September, when he was named MTV's Artist of the Year at the Video Music Awards, he underscored the importance of music as a link between people in a time of pandemic.
"We are in unprecedented times with Covid-19. Music is an extraordinary outlet to reach people," said the Canadian singer at the ceremony.
Justin Bieber has released six studio albums, "holds 32 Guinness World Records" and has sold more than 80 million records.
"In August, he broke the all-time record for monthly listeners on Spotify, with over 83 million listeners," the publisher said.
