The report from the EU’s statistics office shows only the Czech Republic, Lithuania and Latvia posting larger increases in house prices than Portugal.
In Croatia and Italy, house prices were down on the year.
Compared with the final quarter of 2016, house prices in the first quarter of this year were up 0.4 percent in the Eurozone and 2.1 percent in Portugal.

I think you should divulge which towns, cities or districts were sampled to give the results of this survey. Without that, your statement about house prices rising is meaningless. The extensive fires, especially in our area of Leiria district - around Pedrogão Grande and Figueiró dos Vinhos - have surely reduced land and house values significantly - and for the foreseeable future.

The information is vague , where precisely in Portugal are prices rising , because in many regions this can be seen to be false
