We have the same vandalism up in Cascais/Sintra and the police is doing nothing about it. It is a sad way to see whole areas destroyed and looking uncared for. It is also creates a feeling of neglect and ‘unsafeness’. The way to stop this is simple: Hefty fines and considering such ‘expression of art’ for what they really are - Crimes! Meanwhile what we have done up here: Neighborhood watch - keep an eye on returning vandals and we also started a Clean-up group. Not a fan of dangerous chemicals, we use paint and colour powder, mixed with some earth to cover offending tags(graffiti, if used on legally opened walls is art - while tags-these meaningless letters- are just crimes) by creating ‘aged blotches’ on top. It works and it is amazing how people like to join and help. PS: And one more idea for the authorities and decision-makers. Endless noise-walls on highways are a serious eye-sore with all those tags! In a country with abundant sunshine and plenty of greenery, it would be such easy task to start turning these visual pains into a blooming wall. Just use eager climbers like morning-glory to turn ugly into pretty with a handful of seeds.
