At stake is the first installment of IMI tax, which is the only payment if the tax amounts to less than €100.
Payments of over €100 can be done in two or three installments, in May and November or in May, August and November, depending on the amount.
I have already received the IMI invoice last week, but it was not possible to pay it last week. Why does AT not open for payments the moment they send the bills?

For the first time on 15 years I have NOT received my IMI bill during the month before it is due. In fact I haven't received any mail in months, presumably due to CTT delivery "problems". But how can I prove this if the Financas decide to fine me for non-payment?

I would understand that you cannot pay in April but even today, 3th May was still not possible, wtf...

All these complaints! You can find the amount you have to pay online at the Portal das Financas website on your personal account, then pay online from your bank account. Very simple, but you need some common sense to implement it.

It's not true about how much you can pay and when. Go to the Portal and it explains everything in perfect English. I am in UK at present, so did not receive the paper bill. But I have paid everything on line, including autumn in advance. Well done Portugal for helping us foreigners with this.
