Just take TAP out that the airport becomes way less 'congested'.

Ligonnière said that ANA is “doing everything” to improve the operational part of the airport and be more productive. The issue isn't the airport so much as the management. The Lisboa airport is a failure just like TAP, Novo Banco, SEF, and most other institutions in Portugal. All due to the lack of proper organization and management. People just don't care to solve problems in Portugal.
