A declaration from the company you work for, for example, is a necessity for getting into the central Lisbon a year while working there, employed by someone else. This declaration applies to the yellow zone, which will be “heavily restricted to road traffic” according to a transport plan that Notícias ao Minuto were able to access.

The yellow zone includes guaranteed road circulation for residents, workers with an employers’ declaration, loading/offloading between midnight and 7am (with the exceptions of urgent medicine, trucks carrying valuables, private security, and other duly validated vehicles by the PSP).

Notícias ao Minuto approached Lisbon council on word about what information this declaration from employers should contain and how it relates to freelance workers, but no answer has been given yet on the subject.

Meanwhile, in a note sent to Lusa, Lisbon council explains that these traffic restrictions won’t affect residents, business people, workers, pilgrims and tourists, reassuring that foot traffic is always guaranteed.

“The same restrictions safeguard usage of the road network by emergency vehicles, medicine transport, transport for people with reduced mobility, and access to medical help in the moment,” The city’s mayor, Carlos Moedas, explained.

Lisbon municipality stated that the plan was developed alongside the PSP and that the measures established “guarantee that the city and its residents won’t grind to a halt.”

“An example of this is the creation of two-time windows for the restock of every establishment, whether during the night shift (midnight to 7am), or in the morning, when the resupply can be done between 7am and 10am. Outside of the timetable of the main events, car access to residents and workers won’t be affected,” the note indicated.

Lisbon was the city chosen by Pope Francis for the next edition of World Youth Day, which will occur from August 1st to 6th this year, with the main ceremonies happening at Parque Eduardo VII, the Parque Tejo, the north of Parque das Nações, the Tagus riverside, and an assortment of locations in Lisbon and Loures councils.
