According to the text approved by the Member States — still subject to formal approval by the EU and the European Parliament — drivers aged 17 can only drive in the presence of a person in the front passenger seat, who must be able to provide guidance during driving.
The companion must be at least 24 years old and have held a driving license for at least five years.
New drivers have a “zero tolerance” period for alcohol consumption for at least two years, and are subject to sanctions in case of drug abuse.
Furthermore, Member States will issue digital driving licenses.
