The executive of the Porto City Council will further discuss the current regulations governing street performers in Porto, which now permit sound amplification acts, one of the primary concerns of street artists, with a specific noise licence. The system's total sound output cannot exceed 50 watts, and it cannot project sound at a volume of more than 75 decibels (dB) at 10 metres.

Councilwoman Catarina Santos Cunha writes in the proposal that Lusa was able to view that “sound amplification was decided to allow up to a certain limit, thus following up on one of the main demands of street entertainers, after consulting the municipal environment and noise services”. Moreover, it also states that “Equipment or amplification systems that are powered by the electrical grid or generators are not authorised”. In order to be granted permission to perform in public, entertainers must apply “at least 20 working days in advance” and request the use of sound amplifiers.

A seal will be placed on the sound equipment validated by the services. “It will be up to the municipal services to contact the street entertainer to schedule a date for verification and validation of the requirements of the sound equipment within a period of no more than 20 working days”, it also states in the proposal. A breach of this article is punishable by a fine of “200 to 2,000 euros in the case of negligence and 400 to 4,000 euros in the case of intent” with the municipality warning the entertainer in the event of the first occurrence and initiating a misdemeanour procedure in the event of a second occurrence. If the services verify “the absence or violation” of the seal, a 10 to 30 day licence suspension is another possibility.

Performances are allowed from 10am to 10pm; however, they cannot take place in front of residential buildings between 8pm and 8am, close to schools or medical facilities, less than five metres from any crosswalk or crossroads, or in front of train, metro, or other station entrances or steps.
