“What matters is the number of years of obtaining income from work in Portugal, always with a limit of ten years and up to 35 years of age”, explains the Ministry of Finance.
The State Budget proposal for 2025 brings tax benefits for young people with the aim of attracting and retaining talent in the country, with a reduction in income tax for ten years (instead of the current five years) applicable to all people aged up to 35 years (instead of the current 30 years), regardless of level of education.
This isn't a good idea. It involves age discrimination and will result in a considerable loss of tax revenue. At the same time, the savings for the employee aren't big enough to retain them in Portugal: a maximum of €900/year over 10 years. Jobs in the north of Europe easily pay 2.5-3 times what they can earn in Portugal. It will take a few years for people to realise that it's a losing game. Quite aside from irritating people who've just turned 35 and can't benefit. Every should be treated equally in terms of tax. What next? A special deduction for LGBTQ people, or ethnic minorities?
