A Porto City Council source told Lusa today that the municipality will proceed, "much like other municipalities," with the cancellation procedure for 1,413 Local Accommodation establishments in the city.
These establishments are in non-compliance. This procedure will allow the regularisation of establishments currently in violation of the law.
The municipal source clarified that non-compliance means failing to provide the legally required documentation, primarily Civil Liability Insurance.
Over the past few months, the Municipality of Porto has supported and informed Local Accommodation establishments during the cancellation procedure. These are for businesses that failed to submit Civil Liability Insurance data. The municipality alerted economic operators who were non-compliant through various means to submit the required data.
Data from the National Local Accommodation Registry (RNAL), consulted by Lusa, indicates that the number of Local Accommodation establishments in the city of Porto currently stands at 10,821—a 3% increase compared to the end of 2025.
Eduardo Miranda, president of ALEP, told Lusa that most Local Accommodation registrations facing cancellation in Porto—between 50% and 60%—are in the historic centre.
Miranda noted that, by law, cancelled Local Accommodation registrations in Porto's historic centre cannot be reactivated for tourism operations in that zone.
The Regulation for Sustainable Growth of Local Accommodation in Porto has been active since May 2023 (Municipal Regulation No. 495-A/2023). It establishes "Sustainable Growth Areas" and "Containment Areas" to manage tourist pressure and protect permanent housing.
In February, Lisbon City Council announced plans to cancel 6,765 Local Accommodation registrations. This is about 40% of nearly 20,000. As of February 1st, 11,779 AL licenses remained active.
Miranda compared Lisbon and Porto. He said Porto has fewer cancellations because it "monitored, inspected, and carried out all the initial site visits—something not done in Lisbon."
Porto maintained tighter controls, especially through site inspections.
"There was no lack of public outreach. There was no lack of official notices," he remarked.
Local Accommodation properties have been required to have civil liability insurance since 2018. Uploading this document to the registry became mandatory with the 2024 legislative amendment.
In June 2025, ALEP said it received information that "several municipal councils" would begin issuing notifications to Local Accommodation properties that had not submitted insurance documentation after the grace period's end.
As of 30 June, 2,408 Local Accommodation registrations in Porto had not submitted mandatory civil liability insurance documentation, according to the municipality. RNAL data show Porto had 89 AL establishments in 2011, 33 more in 2012, 101 more in 2013, 168 more in 2014, 431 more in 2015, 708 more in 2016, 1,473 more in 2017, 1,593 more in 2018, 1,096 more in 2019, 6,195 more in 2020, 760 more in 2021, 1,700 more in 2022, 775 more in 2023, 224 more in 2024, and 835 more in 2025.
