The Council of Ministers approved a set of measures to be applied from 15 September, the day on which mainland Portugal will enter a contingency situation to tackle the Covid-19 pandemic.
From 15 September, the sale of alcoholic beverages will also be prohibited, from 8pm, at service stations and in all establishments except those serving meals.
The consumption of alcoholic beverages on public roads will continue to be prohibited.
Alcohol shops should be open till to midnight..

I don't really see why the times were loosened in the first place. We had an increase in tourists at the same time restrictions were relaxed only to implement them again in a few weeks. Just leave it stringent until we get past this.
