The association says four bus loads of protestors from the Alentejo and the Algarve will be gathering for a protest outside Parliament which has been set for 1pm.
Organisers of the demonstration say it is also to voice their disapproval against a series of irregularities in the licensing of the project led by the ENI-Galp consortium.

Bicycles are made of and with fossil fuels, too, David. So are protest signs, petitions and leaflet paper products. By the standard you propose, there is NO legitimate way of protest - about any problem created by fossil-fuel abuse. Your response is a meme very common to people that are only comfortable in a world where obedience to power is the reigning dynamic.
