While no figure was placed on the funds available, the government said these incentives would apply to both returning Portuguese and those currently residing in the country. Emigration has soared during the recent recession, with unprecedented numbers of relatively highly qualified workers heading abroad to seek work.

Won't happen, not enough to actually help the old country. I'm a 2nd generation Canadian, Portuguese. Been to Portugal numerous times, and back in 2010 I lived in my family's hometown for 6 months. I'm also an entrepreneur. I will never ever risk my money on a venture in Portugal until the country updates its archaic labour laws. Portugal's current president was told pretty much the same a few years back when he met some Portuguese American business leaders near Washington, DC. Portugal is a great place to visit, but invest? Nope. Clean up the rot first.
