The 24 hour accident rate data from the National Road Safety Authority (ANSR) show, even so, that the first half of this year is the best in ten years in terms of the number of deaths. From January to June, 24 pedestrians died, less than half of the fatalities in 2011 (51) in the same period. The Government is preparing a National Strategy for Active Pedestrian Mobility (ENMAP), which should be ready by 2022.

Last years road accidents fatality rate in Portugal is around 60-65 per million (Eurostat). That gives us around 600-650 in year and then 6000-6500 in decade.
Where have you got those 55000 from?
