“We are in final negotiations so that, in the partnership agreement of the next community support framework (…), we can include investment in the welfare of pet animals as being able to be financed by community funds. This is completely new compared to what we have done in the past”, said João Pedro Matos Fernandes.
The minister added that there was "lack of attention" on the part of the administration in relation to the problem of pets.
The problem is not having pets but how the Portuguese treat their pets - leaving dogs howling and barking endlessly, not picking up their dogs' poo from the streets, mistreating dogs and so on. Perhaps educating people is also necessary to end this misery of how animals are treated in Portugal.

Community money, ie, our tax money for pets is not okay! Meanwhile, our elders, low income people, and basic services are often set aside and do not even have funds at their disposal to cover the basics! I 'm not against dogs or other pets but I'm very much against the imposition on others of their drawbacks being them noisy barking, smelly poop, parasites and diseases! Those who have pets should take full responsibility for their well being! That includes not sharing their inconveniences with the society at large or with those who have decided for something else!
