The beach regulations of Vigo issued this summer, state that
"physiological evacuation at sea or on the beach" is not allowed. For
the mayor, Abel Caballero, this custom is a violation of hygiene and health
rules and banning urination will also help to mitigate environmental impacts,
according to the Heraldo site.
The pioneering and unprecedented measure has already
generated a wave of reactions.
So far, the municipality has not been able to answer how, in
practice, the measure will be applied. However, to help motivate a change in
behaviour of beach goers, they intend to install a wide network of bathrooms
along the beaches.
Is there no fine for defecation, then? The article only mentions urination. I'd prefer to swim in someone else's *iss, than be confronted with an army of smelly, floating turds coming towards me. Does the municipality not realise that fish are regularly urinating and defecating in the water, or are they expecting them to come out of the water to use the bathrooms too?

Just this question: how will they know if ppl peed in the ocean? Swimming pools can have substances that will make the pee visible- but in the ocean, how will they know?? (If they don´t, this can become a witch hunt sort of thing.)

Public urination, through a swimsuit — would be extremely hard to prove and very easy to contest … unless the municipality propose employing divers with cameras to record the activity!

How are they going to police peeing in the sea? The Underwater Sea Pee Rapid Response team. Perhaps they are going to prosecute people based on their facial expressions.
