European Union confirmed that British tourists will not pay any fees when visiting some European countries, until next year. The governors decided that the seven euros travel fee will not be applied until late 2023.
The European Travel Information and Authorisation System (ETIAS) was supposed to start working by September; however, the service will only be operational in November 2023. Every British tourist who aims to travel to one of the 26 countries from Schengen States, such as Portugal, Spain, France and Greece, must apply, through an official website, or by a mobile app, an application form and then pay the seven euros fee.
To enter in one of the countries from Schengen State, the authorisation provided by ETIAS will be mandatory and will be checked at the airports, just like the usual documentation required to travel.
This is not a fee for tourist from Britain. It's a fee for every tourist from a third-party country. i.e., not from the EU/Schengen/EEC.

How does this affect British citizens who hold a residence card in a Schengen state?

Does the charge apply to every person from outside the EU or is it just the UK, and will the UK then charge all the EU tourists who enter the UK?

UK holders of residence cards in any Schengen state will not need to apply to the ETIAS system and will not need to pay any fee.
