According to the Portuguese Air Force, this is the "only manned flight training program in the world and managed multi-nationally with the objective of training combat pilots for NATO".

The graduation ceremony took place on 28 July, following training that took place at Sheppard Air Force Base, in Texas, United States.

The three Portuguese pilots "will now be able to display the 'Silver Wings' of the American Air Force and fly the F-16M fighters of the Air Force, from Air Base No. 5, in Monte Real".
