Portugal was losing, due to a goal by Frida Maanum (32 minutes), but Andreia Jacinto (37) and Carole Costa (44, penalty) turned the result around in the first half.
In the second half, Norway was once again the first team to score, through substitute Elisabeth Terland (58 minutes), tying the match again, but Carole Costa scored again from the penalty spot (69).
With these three points, Portugal is in second place in the group, behind leaders France.
The group's next meetings will take place at the end of October, with Portugal facing Austria twice, in Altach, on October 27th, and in Póvoa de Varzim, on the 31st.
