At stake are the commitments made by the Ministry of Health when it transferred powers in the health area to the municipality in April 2023, namely the upgrading of the facilities of the Apúlia Health Unit, to the tune of 500,000 euros, and the Esposende Health Centre, which includes the Family Health Unit and Farol, to the tune of 200,000 euros, as well as the installation of energy production equipment (photovoltaic equipment), an investment of approximately 170,000 euros, and the delivery of electric vehicles, totalling 120,000 euros.

The agreement also includes the construction of a new Health Unit in Esposende, a contract estimated at 6.6 million euros, which will be financed through the Recovery and Resilience Plan (PRR). The new facilities will be built next to the Esposende Bus Station, on land owned by the municipality.

The Mayor of the municipality, Benjamim Pereira, says that "it has always been the municipality's concern to ensure that the population of the municipality has access to the best public health care, demanding that equipment be improved in order to provide a more effective response to their needs".

He calls the negotiation process with the ARS "a lengthy but successful process, in that the conditions demanded by the municipality were guaranteed, namely the necessary financial resources".
