According to the resolution of the Council of Ministers of December, the funds will be processed by the General Directorate of Treasury and Finance (DGTF) and by the Office for the Prevention and Investigation of Accidents with Aircraft and Railway Accidents (GPIAAF).

According to the resolution, the sale of social railway passes will result in compensation of 2.2 million euros for the public sector, which will be distributed by Comboios de Portugal (CP), which will receive a budget of 665 thousand euros, by Metropolitano de Lisboa ( 547 thousand euros) and the Porto Metro (around one million euros).

In the context of maritime and river transport, Transtejo Soflusa will receive 113 thousand euros for the sale of the Social+ Pass.

But private individuals are not left out. The resolution provides that companies that sell social road transport tickets will receive compensation of 850 thousand euros, while private companies responsible for selling social railway passes, namely Fertagus, will receive compensation of 341 thousand euros.

The CM's resolution also provides for compensation of €2.9 million to the city halls that manage public road passenger transport: €26 thousand for the sale of the pass for children under 23 years of age and €2.9 million for the sale of the social pass.
