According to the Automóvel Club de Portugal (ACP), the agreement has already been approved by the Administrative Court of Lisbon following the precautionary measure presented by the ACP against the installation of up to 125 large-format advertising panels on the city's main roads, as it considered that they represented “a risk to the road safety”.

In the precautionary measure, presented in September 2024, the ACP said that the existence of urban furniture with digital advertising was not in question, “only its location and size, which clearly threaten road safety”.

After a reanalysis regarding the installation of digital advertising panels, the Lisbon City Council and the company JCDecaux agreed, according to the ACP, to promote the “changes considered appropriate”, with regard to the size, brightness and location of some of the corresponding equipment for “large-format digital panels”, responding to the concerns expressed in the precautionary measure.

Lusa agency asked Lisbon City Council about this agreement and is still awaiting a response.

According to the ACP, among the changes is the installation of a 100 square meter (m2) digital panel on the Segunda Circular, located between Estádio da Luz and Centro Comercial Colombo, which will be replaced by “a 22 m2 digital panel and will be repositioned to ensure “greater distance from the road, being five meters away from the shoulder”.

The three 37 m2 digital panels on the Segunda Circular, one in front of the Escola Superior de Comunicação Social, one next to the Estádio de Alvalade and another next to the Hipódromo – access to Campo Grande, will be changed in size to 22 m2 and will also be “ properly repositioned.”

Other changes are in the 100 m2 digital panel and in the three 37 m2 digital panels, which will be removed from the Second Perimetral and will be installed in the axes defined in the concession contract as preferential for lot 2, with the exception of the Second Perimetral, and upon prior consultation with the ACP, which may suggest adjustments and/or changes in location, to be considered by the municipality.

The ACP also said that the 220 m2 digital panel will be installed in the entrance area to Lisbon via Avenida Duarte Pacheco, after the viaduct, in the same place where the previous panel was, and that the four digital panels already approved by the municipality for the Second Circular - access to the Segunda Circular after the BP roundabout, before the exit to the airport roundabout, after the entrance to the airport roundabout and after Azinhaga das Galhardas - “they will not be installed there, so as not to increase the number of panels in that area circulation route”.

As part of the agreement regarding the locations, dimensions and characteristics of the panels installed and to be reinstalled, ACP accepted the two 37 m2 digital panels installed on Calçada de Carriche.
