"With regard to the construction sector, it is estimated that the year will end with an overall growth of 4.3%, in the gross value of production, in line with the European Commission's forecasts for the evolution of investment in construction", said the associations of Civil Construction and Public Works Industry (AICCOPN) and of Construction, Public Works and Services Companies (AECOPS) in a joint statement.
According to the business associations, “most sectorial indicators show a positive evolution throughout the year”.
“The consumption of cement in the national market registered a year-on-year growth of 5.9% until October, to 2,868 thousand tons”, while “the area licensed for housing by the municipal councils increased by 17.2% in the first nine months of 2021, in homologous terms”.
Residential sector
In the residential segment, forecasts indicate that the gross value of production will grow 4.5% in 2021 (the same level as in 2020), “reflecting the globally positive behaviour of the main activity indicators”.
Among these, the highlight was “the 25.6% increase in the number of units sold in the first half, the 37.8% growth in new mortgage loans up to September and the 9.6% increase in bank appraisal values for credit effects in the month of September, in year-on-year terms”.
Will they build better(proper insulation inside walls like northern countries) or just the same-freezing(winter)/boiling(summer) houses?

Good question Guida! Construction in Portugal is pitiful. Besides appropriate construction, using sea sand (as they do in the Algarve) should be banned and construction companies need to be monitored and act without corruption. Additionally, there should be some real interior planning/design and not those rectangular boxes with barely any natural light. Portugal always boasts about its climate but disregards natural lighting inside the homes.

I have just insulated two rooms in a 1920s cottage here in central portugal. Inside false ceiling with rockwool 40mm. Above in the loft 80mm rolled rockwool new double glazing from one of bug DIY stores. End walls external insulation 80mm and then rendered.
Impact??
Wow. In summer rooms are so cool.
So far in winter not used the heating!!
Come on new builders Insulate your new builds
Come on portugese government and local CAMRAs legislate that the builders must do so.

Near record low mortgage rates are expected to promote continued. Branch expects single-family home construction starts will rise as much . Elevated lumber prices and lot shortages will continue to drag on construction even as starts accelerate.

Insulation is very important in homes and buildings. In summer keeps the home cool and saves money on air-conditioning. In the winter keeps the home warm and saves money on heating. Overall saves on energy costs, and saves on energy consumption. The construction companies and builders should consider this. They do this in Canada where the temperature in the summer goes up to 40 degrees plus Celsius, and in the winter can go down to -30 Celsius for 4 months of the year.
