On social media, councillor Ângelo Pereira defended that, with regard to night security, “the Municipal Police of Lisbon is a complementary factor to the Public Security Police. Thus, the Municipal Police has a preventive and interventional visibility function in the city's night areas, which aims to repress illicit behaviour on the part of establishments and their users”.
Now Lisbon municipality will “strengthen its operations” in the Bairro Alto area on Fridays, Saturdays and the eve of holidays, in order to “enforce the closing times of establishments”, monitor measures within the scope of the Covid-19 pandemic, “repress abusive parking, alcohol consumption” and noise, added the councillor responsible for Security and the Municipal Police in Lisbon.
The Lisbon City Council's announcement comes after the attacks that took place outside the Mome nightclub, located in another part of the city, and which culminated in the death of 26-year-old PSP agent Fábio Guerra.
They should concentrate on preventing tourists being hassled to buy drugs.

I agree, I was walking near the Arch and was approached to buy marijuana. There seem to be dealers who are allowed to operate. I am 57 so probably not as approachable as the younger people are for drug sales. Don't let this get established as it will get bad from my experience.
