According to the latest update made by SEF, 48,657 temporary
protections were granted to Ukrainian citizens and foreigners residing in that
country, 29,394 were granted to women and 19,263 to men.
The municipalities with the highest number of temporary
protections granted continue to be Lisbon (10,280), Cascais (2,923), Porto
(2,296), Sintra (1,663) and Albufeira (1,234).
SEF also indicates that it issued 40,766 certificates
granting residence authorisation under the temporary protection regime.
This certificate, issued after the National Health Service,
Social Security and Tax Authority have assigned the respective numbers, is
necessary for refugees to start working and access support.
I think more than half have already returned b/c weren't able to find an apartment to rent. It's like in that joke when a real estate agent asks a client if he wants to see a more expensive apartment, then the client says - yes, the agent answers - then come to see the same apartment tomorrow.
BTW it seems like sef stopped providing refuge certificates starting June, as no one get it since that time.
