According to the study, released by the Administration of
the Port of Lisbon (APL), it is passengers who begin their cruise in Lisbon who
contribute the most to this average value, by spending, on average, €367 per
person before boarding.
Passengers whose have a stopover in Lisbon spend the least -
on average 37 euros per person.
The Port of Lisbon highlighted that this data demonstrates
the change in the profile of passengers and cruise activity, since this average
expensesper person "is higher than the numbers previously known, also
showing a greater purchasing power of tourists who choose cruises to visit
Lisbon and who mostly choose four and five star hotels for their pre- and
post-cruise stays".
According to the study, 96% of all cruise passengers (those
who embark, disembark or transit through Lisbon) are satisfied with a stopover
in the Port of Lisbon.

The news articles are always so incomplete. How many are stop-over tourists (spend much less) compared to those who start/end their journey in here? That Is a very low spend per person. Proves what low quality tourism cruise tourism brings. How much does it cost the to service this tourism?
