The lack of skilled labour is a structural issue in the
construction sector in Portugal. And to fill this gap and attract more workers,
companies have been upping wages. INE data reflects this reality: wages for
construction workers rose 5.4 percent in August 2022 compared to the same month
last year.
Construction worker shortage
Building new homes is becoming more expensive in Portugal,
up 12.6% in August, thanks to rising costs of materials and also to a lack of
workers in the sector.

They should up the training and safety for construction workers as well. It is like Africa in Portugal where workers do not wear any safety gear and construction is backwards, inefficient and poorly done. No EU standards at all.
