The guarantee was given by the Minister of Health, at the
Health Commission, who explained that there are 10.4 million people registered
in health centres, a number higher than the approximately 9.8 million residents
in mainland Portugal.

The Government will review the lists of people registered in
health centres to have access to a family doctor, following a report by Correio
da Manhã which claims that there are 600,000 more people registered than residents
in mainland Portugal.

That's because people leave the country to return back to their original country or move permanently for work...I know 8 or 9 that returned to the UK after covid, There's no system... so they are still registered, I requested my friends doctor after she left the county, to avail...

Diane, your hypothesis is plausible. (And more benign an explanation than what crossed my mind: are they counting recently deceased people? We´ve had cases in the past of authorities billing people who…were already dead).
