According to the head of the Government, the Council of Ministers “has already discussed and adopted a strategy for housing”: “We will make it public in the next few days and in the coming weeks several diplomas will come to the meetings of the Council of Ministers that will implement, exactly, the strategy that was discussed by all members of the Government”, he stated, in a press conference.

Parliament rejected on Wednesday to revoke several measures from the previous Government's Mais Habitação program, such as limits on Local Accommodation or coercive leasing.

However, the socialist opposition's proposal to increase the deduction of housing expenses in the IRS was approved with the votes of all parties, except the PSD and CDS, which abstained. The measure foresees an increase in deductions for rents up to 800 euros in 2028, and up to 700 euros can now be deducted in the 2025 IRS.

The intention is also to revoke several measures that had been adopted during António Costa's time. “It is the Government's determination to revoke rules such as forced leasing, rent freezes (applying subsidies to vulnerable tenants), and measures penalising local accommodation such as the Extraordinary Contribution on Local Accommodation, the expiry of licenses prior to the Mais Habitação program, and other legal limitations considered disproportionate”, reads the Government Program.
