The updated plan has already been approved, giving potential applicants advance notice of which opportunities will be available, when they will open, and who they are aimed at.

Between January and December 2026, the calls for proposals will cover areas such as innovation, research, energy efficiency, sustainable mobility, social housing, water management, and natural resources. The programs aim to strengthen the planning and development capacity of companies, public entities, and social sector organisations.

The programs with the largest budgets are:

  • Compete 2030: around €1.3 billion
  • Pessoas 2030: nearly €1.1 billion
  • Sustentável 2030: over €920 million

The Annual Calls Plan of Portugal 2030—including the FAMI Fund for Asylum, Migration, and Integration—is a key tool for improving transparency and predictability in the opening of calls for proposals and invitations to apply for European funds.

The upcoming calls will cover projects in productive innovation, business research and development, infrastructure and technological equipment, decarbonisation, energy efficiency in social housing, sustainable mobility, and water resource management and conservation, distributed across the country’s regions.

Between January and April 2026, several calls stand out for their significant funding, particularly under Compete 2030 and Sustentável 2030. These include the STEP – Productive Innovation and Business R&D&I calls in the energy, digital, and biotechnology sectors, which in January alone represent over €1.115 billion—94 percent of the investment planned for that month.

By the end of 2025, the total volume of funds already launched in calls reached around €13.5 billion, equivalent to 64 percent of Portugal 2030’s total financial envelope.
