"We are following with great concern" the situation in Afghanistan, where the Taliban are about to regain power, João Gomes Cravinho, Defence Minister, told RTP.
"Our immediate objective is to support, create conditions so that the officials who worked for NATO, or the EU, or with the United Nations can leave the country safely and, in this matter, Portugal will obviously participate in a collective effort that is now taking place," said the minister.
João Gomes Cravinho also said that, "at this first moment", the Portuguese Government is "informing the EU, NATO and United Nations authorities" of its "availability to support, to receive Afghans in Portuguese territory".
The number of refugees to be received in Portugal is still being evaluated but, as he said, "in relation to the airport workers" in Kabul of the Portuguese force deployed in the country in recent years, "there are 243 Afghan officials, plus their families, who will need to leave the country".
As for the refugees, Portugal will receive Afghan citizens "from a European country, possibly Turkey", since it does not have the means to get them to Kabul, explained Gomes Cravinho.
The defence minister said he has no information of Portuguese citizens in Afghanistan at this time, but indicated that this information can only be confirmed by the Ministry of Foreign Affairs.
João Gomes Cravinho stressed that the situation in Afghanistan is a matter in which Portugal "will be very actively engaged, with the member states of the European Union, in the search for a common European position and with the NATO countries" and that "it will not have an initiative own, nor isolated".
On the return of the Taliban to power and the future regime in Afghanistan, the minister argued that it is necessary "to see to what extent it is possible to dialogue with the new authorities".
"More than their words and more than their reputation, which is very worrying, it matters how they will behave and our expectation is that the future regime in Afghanistan will behave in accordance with all international norms, whether in its external dialogue, whether in the way it treats its population," he stressed.
As he argued, "the fundamental thing is respect for human rights, particularly the rights of women and girls who suffered terrible abuses between 1996 and 2001 when the Taliban were in power."
"The expectation is that behaviour will be different now. This will naturally be a bridge to a dialogue with the international community. If there is no such bridge, it will be extremely difficult to have a productive dialogue with the Taliban regime," stated Gomes Cravinho.
According to the minister, at the moment there is still control by international forces at the airport in Kabul, which can be used to support the departure of the Afghans.
At the moment, the European Union does not have national forces on the ground, he said.
João Gomes Cravinho criticised the agreement signed between the United States and the Taliban in February 2020 on the withdrawal of foreign army from Afghanistan.
"After that agreement, what is happening today would happen at some point and, unfortunately, this agreement between the United States and the Taliban was done in an extremely imperfect way, it was done with a unilaterally negotiated schedule for the withdrawal of foreign army by the United States and not by NATO," said the minister.
The government official reinforced that "this outcome became inevitable" and that "it was a matter of a few more months or less" for it to happen.
"There are many lessons to be learned from this process, which is a deeply unfortunate process, which Western countries cannot be proud of," the defence minister said.
Afghan President Ashraf Ghani, who today left Afghanistan when the Taliban were at the gates of the capital, acknowledged tonight that "the Taliban have won" and said he had fled the country to "avoid a bloodbath".
“The Taliban won […] and are now responsible for the honour, ownership and self-preservation of their country,” he said, in a message posted on Facebook.
The Taliban entered the Afghan capital on 16 August after a military-lightning offensive. Three of its senior officials have stated that the rebels have taken over the presidential palace and are holding a security council.
Meanwhile, Al-Jazira television station is broadcasting footage of a large group of Taliban fighters inside the presidential palace in the Afghan capital.
They are now expected to announce the takeover from the palace, renaming the country the “Islamic Emirate of Afghanistan”.
A spokesman for the radical Islamic movement, which ruled Afghanistan between 1996 and 2001, told the BBC on 16 August that the Taliban intend to take power in Afghanistan "in the coming days" through a "peaceful transition", 20 years after they were overthrown by a US-led coalition for their refusal to hand over al-Qaida leader Usama bin Laden after the 11 September, 2001 attacks.

The worst terrorism is ignorance. DM from Lisbon clearly portrays it through his insensitive comments. Sadly the fleeing Afghans pay the price twice. First persecuted by Taliban and up rooted from their beloved country and second by DM who does not have any clue of the situation while making a wreckless comment.

On 17th March 1993 I was assigned as an investigator/trail prosecutor in Herat local prosecution office, during the past 28 years excluding the six years that the Taliban were in power the rest I served as a trusty Investigator and Trail Prosecutor in the field of Narcotic, Crime of Violence Against Women and Juveniles, Hostages, Human Trafficking and Terror Attacks Against the Civilians which chiefly committed by Taliban and other numerous armed groups .
In regards to my job description as an investigator/trail prosecutor I have been authorized to investigate significant number of difficult cases belongs to Taliban and the other criminals. The result of investigations have been always reported and elucidated in open courts which caused that majority of the perpetrators charged for long-range lockup, life and execution.
The other more sensitive chunks of crimes relate to those criminals who abused children, violated against women, smuggled narcotic and human trafficking. When I was the in charge, over hundreds of such cases have been pushed up to the courts’ executable statements.
Since being a known professional investigator/trail prosecutor and also one of the founder of Special Attorney of Violence Against Women Unit in Herat I have been put more under the focus and target of Taliban and criminals from different aspects.
However, during this period of time, I and my family have been consistently threatened to death by the Taliban and criminals via several means such as text message disseminated threat-letters associated with photos of homicides onto my residential compound. The incidents have been always reported to the government authorities who offered me further protection and cautions .
To prove the statement, I should say that on 12th August 2007 on the way to office a group of armed people who covered their faces kidnapped me from the area, local residents instantly reported the matter to police. I have been released from a garden out of the town by immediate action of the local forces which took almost 24 hours and toke me to hospital for injuries medication . With same manner me and my family were under the threat of the insurgents since 2011that the national security forces arrested a Taliban member named Abdul Basir Abobakr from Pashton-Zarghon district of Herat province who was behind case of kidnapped happened to me. Abdul Basir professed about a group of his people following his rules whom already fleet from the area, the national security forces and other relevant authorities were attempting to arrest the entire group members .
I have never decided to stop my job as an attorney because of my country and to full support of my office and my government respectfully rendered to me during my services but now the security situation is totally different and I have to leave the country due to my employment and close contact with NATO forces and the international community .
As part of my job, I had close contact with NATO forces in the western zone of the country and extensively cooperated NATO and the international community in investigating high classified criminal cases. Due to my highly performances I was always encouraged to attend conferences and technical trainings by NATO, EUPOL and other International community forces relevant to my job .
On 12th August 2021 the Taliban captured Herat province, they broke onto the prison of Herat and released 2766 of prisoners. Majority of the prisoners are those Taliban members and criminals that I was directly and indirectly investigated their cases and requested sentences from courts for the last 22 years of my services as prosecuting attorney. I fully understand that the released Taliban and criminal individuals try to find me or my family members for revenge- we are passing the bad days which made us to hide ourselves from the scene in various locations. It is really not easy for me to explain what might happen to my family as result of my employment with the general attorney and cooperation with the International forces and communities.
Further state that we are five members in the family, my wife is instructor in technical institute and working as volunteer English editor with Herat local national media, my two sons are university students and my daughter is a high school student. The situation made me to hid my two sons in Iran where is also unsecure home for them and the rest of my family stay with me in different unknown locations within the country.
Overall of all the threat and risk of life, we are under high threats of Taliban and criminals. My family fall apart as my two sons are in Iran and we are concealing ourselves from eyes of Taliban spies because of my 22 years’ services I did against the Taliban and criminal groups crimes and supported my people and my country through the stream of law. On the other hand, Abdul Basir who kidnapped me and charged for 16 years is now released, he and his people have significant connection with Taliban and the other criminal armed groups, he is one of the high threatened individual for me and for my family.
It is not out imagining that everything can currently happen in our country, we are the whiteness bad days as the entire released prisoners could be elements for revenging and terrorization. Therefore, I request from all international communities and to whom this letter is sent to seriously consider my security concerns and extend their cooperation for obtaining me visa of a secure country where me and my family live without fear and work for a better future.
I should add that since now we all are healthy, holding valued passport, valued National IDs and certificate of Covid 19 shots .
I hope a better future for my family and for those who are in such risky situation of death and life matter.

This is very good news for Afghans, who needs protection, unfortunately Afghanistan is the worst country in the world control by terrorists groups.
As Afghan citizenship I am homeless and I do think about my family and how to settle by civilised countries.
I live in Turkey under registration of UNHCR but all the is block. We could not go without confirming UNHCR by other hand, there are no process to identify Afghan or others refugees if accept by any countries. For example, I applied to settle as in Portugal how to achieve and find solutions for this process.

I am Abdul Mateen, National of Afghanistan and currently hiding in Kabul due to the ongoing deteriorating situation and chaos. I and my brother served with passion and enthusiasm with US forces in diffrent bases as an interpreter and my brother abdul mobin as a site supervisor from 2008 until 2016. We had accepted all threatening and security challenges to serve and work with them for our shared values and objectives. However, I believe you are aware of the current crisis in Afghanistan which put us all at high risk. we are in huge sorrow and fearful situation. We have had received numerous calls from the Taliban and have been threatened and asked to hand over ourselves. Many of whom are from the province which we belongs to and they knew that we were serving with the US military. and that's why we have left our homes and hiding at the moment. Hence, I kindly requesting you to add us in your asylum scheme
We both sepratley applied for SIV visa on september 01 2021, and still we haven't recived ad case number yet.
