The National Statistics Institute (INE) revealed that the median price of houses was 1,633 euros per square meter (euros/m2) taking into account houses sold between April 2023 and March 2024. This value was 1.4% higher compared to the price recorded in the year ended in the previous quarter and 8.2% higher compared to the year ended in the same quarter.
However in 250 of the 301 Portuguese municipalities with available data (in a universe of 308 municipalities) have house prices well below the country's median. There are 182 municipalities where it is possible to buy a house for less than 1,000 euros/m2 and, of these, 62 municipalities have median values below 500 euros/m2.
What are the cheapest municipalities to buy a house?
It is in the interior of the country where the municipalities where buying a house is cheaper are found. The lowest price of all is found in Mêda, Guarda district, where buying a house costs 156 euros/m2. Here, it is possible to buy a 100 m2 house for 15.6 thousand euros, according to idealista.
Next is Figueira de Castelo Rodrigo (Guarda district), with the price of houses sold at 209 euros/m2. And in third place is Pampilhosa da Serra (Coimbra), with 224 euros/m2 in the last 12 months ending in March this year. This means that it is possible to purchase a 100 m2 house in Figueira de Castelo Rodrigo for around 21 thousand euros and in Pampilhosa da Serra for 22.4 thousand euros.
In all of the 10 cheapest municipalities to buy a house, it is possible to purchase a 100 m2 house for less than 30 thousand euros. The same happens in Vila Flor, Sernancelhe, and Vila Velha de Ródão, although they are outside this top 10, INE data reveals.
10 municipalities where it is most expensive to buy a house
You need to travel to Lisbon, Faro, and Porto to find the 10 most expensive municipalities to buy a house. The most expensive municipality of all is Lisbon, where houses were sold for a median price of 4,188 euros/m2 in the last year ending in March 2024. This means that families spent, on average, 419 thousand euros for a house in the capital.
Completing the top 3 is Cascais (Lisbon district) and Loulé (Faro district), where the prices of houses sold stood at 4,010 euros/m2 and 3,293 euros/m2 in that period, respectively, according to data from the Office of Portuguese Statistics.
Porto appears in seventh place among the most expensive municipalities to purchase a home, with the median price of houses sold at 2,941 euros/m2.

When they say to buy a house they mean a house that requires a total refurbishment to bring it to acceptable standards which probably won't be feasible due to costs and location.
