In the document, published on the official website of the Institute of Mobility and Transport (IMT), the concessionaire argues that to guarantee the reimbursement of the investment and the economic sustainability of the concession, without public financial support, the company suggests "the introduction of a progressive annual increase of airport charges at Lisbon Airport from 2026 to 2030" to "achieve in 2030 a regulated revenue per terminal passenger (RRMM) of 23.37 euros in real terms".

Furthermore, it proposes extending the duration of the concession of national airports for another 30 years "to allow the amortization of the investment in the new Lisbon airport", which will be located in Alcochete.

The current contract in force, signed in 2012, provides for a 50-year concession.

The initial report delivered by ANA to the government on December 17 predicts that Luís de Camões airport will cost 8.5 billion euros, of which 7 billion will be financed through debt issuance.

The document was made public after the government informed ANA Aeroportos that it intends for it to move forward with the application for the new airport, at Campo de Tiro de Alcochete, and said that the concessionaire's proposal does not foresee a direct contribution from the State Budget.

In a statement, the Government also stated that the “objective is to ensure the competitiveness of airport taxes and limit the extension of the concession”.

The Ministry of Infrastructure and Housing emphasized that this negotiation phase of the process with ANA will take place after the application is submitted, so this response does not mean that the conditions set out in the initial report were accepted.
